The lawsuit was filed in the U.S. District Court in Los Angeles, and seeks to “to end the discriminatory patterns and practices that have plagued our legal system in this county for decades,” Harris’ office said in a statement.
The Harris’ office is demanding that the county establish rules that make it more equitable for all Californians when it comes to “overall representation of defendants, victims of crimes, witnesses, and other potential witnesses, as well as important community members, including victims of hate crimes, in criminal cases and trials.”
In addition, the attorney general’s office is calling for the county to require that all jails use a “single inmate classification system” – along with multi-lingual, culturally sensitive treatment for inmates – and to “prohibit racial and ethnic profiling of inmates.”
“The sheriff’s failure to serve the entire community, and to build trust and fairness in the criminal justice system, harms minority communities’ rights and justice system effectiveness,” Mark Rosenbaum, a deputy attorney general, said in a statement.
Los Angeles County has faced such criticism in the past. In 2015, when Harris was the district attorney of San Francisco, the department’s leadership was taken to task for not adequately dealing with alleged misconduct by a deputy DA.
While previously backing out of a $20 million settlement with the county’s deputy district attorney, Harris has been adamant about fighting against the department’s leadership in the ongoing Justice Department investigation of the DA’s office.
“These deliberate acts of discrimination are antithetical to the state’s laws and the values that bind us as Californians,” Harris said at the time.
